East Coast Expressway Phase 1 (ECE1)
Background
The East - Coast Highway shall generally be two (2) carriageway beginning
from Karak Highway in Pahang through Karak, Lanchang, Temerloh, Chenor,
Sri Jaya, Maran, Gambang, Kuantan, Jabur, Bukit Besi, Ajul and ending
to Chendering Terengganu. The highway adopts the close toll system
and will be built on the 338 km long highway. This highway will be
separate in two phases.

Concession Company : MTD Construction Sdn Bhd notated to MTD Prime
Sdn Bhd
Phase 1 - Pahang
The length of this phase is 169 km and shall beginning from Karak highway
through Karak, Lanchang, Temerloh, Chenor, Sri Jaya, Maran, Gambang,
Kuantan and ending at Pahang - Terengganu border. The turnkey contract
has been awarded to MTD Capital Bhd.
The main features of the EAST – COAST
Highway:
- Close Toll System
- Two Lane Carriageway
- 52 Bridges (including underpasses)
- 4 Rest and Service Area
- 6 Lay by
- 85 VBC (Vehicular Box Culvert)
- 8 Interchange
- Emergency phone at every 2 Km
- Median opening at every 2 Km.
- Variable Messaging System (VMS) for traffic advisory for the road users.

Privatisation Of Kuala Lumpur - Karak Highway Project
The Government of Malaysia (Government) entered into a Concession Agreement, a Support Loan
Agreement and a Traffic Volume Agreement (collectively reffered as Concession Document) on
28 July 1994 with MTD Construction Sdn. Bhd. (MTDC) pertaining to the award of the concession
to improve, upgrade, operate and maintain the 60 km Kuala Lumpur - Karak Highway (the Project).
On the same date, MTDC assigned its rights and transferred its liabilities and obligations
under the Concession Document to MTD Prime. The concession is for a period of 27 years.
Subject to the terms and conditions of the Concession Document, MTD Prime (the concession
company) is granted exclusive right and authority to:-
- undertake the design, construction, improvement and upgrading works to the Existing
Highway
- supply and install new tolling system and other equipment at the highway's toll
plazas;
- collect and retain tolls from toll paying vehicles using the highway during the
concession period;
- manage, operate and maintain the highway and tolling system
- design, construct, manage, operate and maintain ancillary facilities and collect
ancillary revenue in the concession area; and
- design, construct, manage, operate and maintain the Administrative Office.
Upon expiry of the concession period, the entire Highway together with the fixtures and equipment
will be transferred to the Government in a well-maintained condition for no consideration.
Toll Extension
- From Gombak Toll Extension "Fish Bone" 6 toll booth from each bound.
- From Bentong Toll Extension from 8 lanes to 16 lanes.
Electronic Tolling (ETC)
- For Touch & Go and Smart Tag.
- It will have 2 lanes of Touch & Go and 1 lane of Smart Tag of each bound for both
Toll Plaza.
Pavement Rehabilitation
- For entire 60km East Bound and West Bound.
- Proposed and schedule to commence work on middle July 2004.
